Eight sovereignty objectives are weighted: Strategic Sovereignty 15%, Legal and Jurisdictional 10%, Data and AI 10%, Operational 15%, Supply Chain 20%, Technology 15%, Security and Compliance 10%, and Environmental Sustainability 5%. The sovereignty score is the weighted sum of each objective's normalized score.
